Purchase taxes and fees in Rwanda work differently from Kenya's; confirm transfer tax, legal fees and registration costs with a local advocate. Paid later, at handover: 30% on contract; 40% at the stated structure milestone; 30% by April 2027. A 100% upfront option is advertised. Monthly management charges range from USD 75 to USD 290 by unit type and are entered as indicative KES equivalents.. Mortgage terms vary by bank, so get them directly from your bank.

Our view

Adidon verdict
Refined Nyarutarama living, close to everything.
Adidon

Nyarutarama, near RDB, the Nyarutarama Sports Centre and a wetland park, Kigali's established premium address. Payment: 30% on contract, 40% at the structure milestone and 30% by Apr 2027, or 100% upfront. Note that full payment falls due before the Q4 2027 delivery.

Amenities: swimming pool, gym, tennis courts, lift, backup generator, solar water heating, reception, housekeeping, CCTV, fibre and rental (leaseback) management. Finishes: no interior specification is published, and the furniture package is to be confirmed. Request both before paying.

An attractive wetland-park setting with central access to business, sports and dining, plus strong established premium rental demand.

This sits in the lowest price band of our reviewed Rwanda projects: 1-bed apartment (≈USD 1,100/m²); 2-bed apartment (≈USD 1,211/m²); 3-bed apartment (≈USD 1,210/m²); 1-bed semi-detached villa (≈USD 1,400/m²); 2-bed semi-detached villa (≈USD 1,400/m²); 3-bed stand-alone villa (≈USD 1,500/m²), well below Royal Golf View (USD 1,540+) and Avida (USD 1,570+).

Opulent Park offers apartments and villas in an established Nyarutarama location, supported by a broad amenity and management package. The developer now indicates Q4 2027 delivery, later than an earlier schedule, so the contractual date and payment timing deserve careful attention. Confirm live availability, construction progress, title, furniture package, management fees and delay remedies before paying ahead of completion.

Before you pay16 checks to run before you commit any money: approvals, title, quality, progress, payment protection and the full cost. Includes 5 specific to Opulent Park Phase I.

New to buying property? Start with the title, the approvals and the sale agreement. These protect your money most. Get an advocate to review the documents before you sign or pay a deposit.

  • Verify the approvals. Ask to see the relevant development and construction approvals, ownership or title documents, and any required permits. Have an independent advocate review them.
  • Review the consultants' reports. Request relevant reports and certifications from the project's architect, engineer and other appointed professionals.
  • Ask for quality-control evidence. Request approved material specifications and test results for items such as concrete, steel and soil, where applicable. Confirm these with the project engineer.
  • Get progress confirmed independently. Ask for a dated progress report signed by the appointed consultants. If the project is behind schedule, request a written recovery or mitigation plan.
  • Clarify the completion date and remedies. Ensure the sale agreement states the completion date and explains what happens if delivery is delayed, including any agreed late-delivery compensation.
  • Ask about contractor security. Confirm whether the contractor has provided a performance bond and whether it remains valid for the relevant works.
  • Understand the full purchase cost. Request a written breakdown of the price, taxes, legal and transaction costs, utility or connection charges, service charge, and any other fees.
  • Check the payment plan. Confirm when each instalment is due, what it is tied to, and how payments are protected if construction is delayed or the project changes.
  • Inspect a completed unit or show house. Compare the finishes and fittings with the written specifications, and ask how changes or defects will be handled.
  • Confirm what is included. Check the unit size, parking, amenities, finishes, fixtures and any shared facilities against the sale documents.
  • Get independent advice before signing. Have an advocate review the sale agreement and consider asking an independent building professional to assess the project.
